Additional Luach Information

The last day for Kiddush Levonoh -- Adar

One can say Kiddush Levonoh until leil Shabbos the Purim of mukofos chomah (March 9), at 9:43 P.M., Israeli time. If one did not make a berochoh before leil Shabbos it is preferable to make the berochoh on leil Shabbos than to forfeit it altogether. However, in America it is impossible to make a berochoh on leil Shabbos since it is after its final time which is on Thursday night, the eve of 14 Adar (March 8).

The astronomical full moon is at 7:24 P.M., three hours and nineteen minutes before the nigud emtzo'i, and eight hours and fifty-seven minutes before the end of fifteen full days after the molad. It seems that one should only make a berochoh with shem and malchus until the nigud emtzo'i.

(Birur Halocho, IV, Orach Chaim 426 pg. 300).

If the berochoh for the levonoh and reading the megillah occurred together the berochoh for the levonoh has preference because of the principle todir ve'eino todir, todir kodem (the more frequent mitzvah is given preference). A practical reason for preferring the bircas halevonoh this month is because of the possibility that the moon will be covered with clouds and one will altogether forfeit it. Sources: Shus Noda BeYehudah I Orach Chaim 41, Machzik Berochoh Orach Chaim 426 in the Kuntrus Acharon and other Achronim. Also concerning how to act if in the middle of reading the megillah the clouds dispersed and the time of the birkas levonoh might elapse is also discussed there, together with other halachic problems. (Mishnah Berurah Bir'ur Halocho 428, s.v. velo tet ziyen).
