Russians occupied important posts at the conference and are willing to pay for them and to maintain Jewish communities with their own money.

Nazareth Illit Mayor Shimon Gepso said in a special interview conducted with him as his city prepares to build a large chareidi development using the many land reserves there, "The chareidi neighborhood will indeed be built, for the benefit of the entire population. I've chosen Modi'in Illit as a model to emulate."
