Education Ministry Closes Conversion Network

Citing a budget shortfall, the Education Ministry has decided to close down the network of Orthodox-sponsored conversion schools it has been funding, telling teachers they are being dismissed at the end of this month, according to a recent article in the Jerusalem Post.

Special Committee To Prepare Draft Law Approved

On 16 Tammuz, the Knesset approved the makeup of a special committee to prepare the proposed Draft Deferral Law for its second and third reading. 37 MKs supported the appointments; there were no negative votes and two abstained. The Special Committee, comprised of representatives of fifteen parties in the Knesset, is headed by the chairman of the Knesset Committee, MK Salach Tarif (Yisrael Achat).

The earliest time of Kiddush Levonoh -- Av

The time of Kiddush Levonoh everywhere in the world begins when it is Thursday, 12:35 P.M., 2 Av (August 3). The actual time in most of the world is therefore from the beginning of Thursday night, the eve of 3 Av. In the eastern countries one can make Kiddush Levonoh only according to the difference in time zones in comparison to Eretz Yisroel.

At this month there is a solar eclipse whose peak is at 5:14 A.M. and the appearance of the astronomical new moon is at 5:25 A.M., that precedes the molad this month by more than seven hours. There is therefore reason to consider making Kiddush Levonoh earlier in the eastern countries and the night before in the extreme western countries (Birur Halocho, IV, Orach Chaim 426).

"One should not make Kiddush Levonoh before Tishah B'Av or on Motzei Tishah B'Av" (Ramo). The minhag of Belz is like the Ramo but the Mishnah Berurah rules in the name of the Achronim to make a berochoh on Motzei Tishah B'Av. The Vilna Gaon and the Perushim in Eretz Yisroel, the Chazon Ish and the Steipler Rav, made Kiddush Levonoh before Tishah B'Av when it was three days after the molad as on every month (Birur Halocho, V, Orach Chaim, 426).
